Summary
I just wrote down some of my ideals and conclusions, with a little example of the Bologna Splitting in two parts: one is inclusive (all together with no rules) and the other one is pretty exclusive. Bologna is a really little city 330000 inhabitants and it is Medioeval, so you have an historical city center lived by university students and privilage-class rounded by middle class areas and four big areas with multi-etnical people. the one I put in the Manifesto is called Bolognina, it is quite every week on news for some problems (crime, poverty and drugs). From one hand it is surrounded by New Entrance of the Central station, other border it got the new District of City-Hall and new expansive Residences and on the Est just a big main road (center/countryside). Bolognina is just 5 min walking from the center and the station is quite ugly. Other Bologna areas (Pilastro, San Donato and Barca) has been reclassified years ago with little adjusts, anything structural. I think the idea was: "give them the time to change alone" and there are no good results at all.
Hoping you will like it, I know it's just a scheme but it's full of mine ideas. bye
