'Padma' river is the heart of this city and the bank of it is one the important part of daily life of the city dwellers and people those who are living nearby. From the older to younger and people from different social background all have close attachment with this river. There is say - its the mother of the city.
 
The idea of fencing the part of river bank after recreational development was shocking for the people. the place and the activity around it is part of the culture. The nearby people are dependent with their daily activity in terms of household and economic activities. Therefore, the fencing will refrain the people to perform their daily activity.
 
Some of the challenges bsed on this particular locality are:
- Corruption inside the decision makers / inside the authority
 
- distracted the mass people by the local mafia
 
- threatening the leaders of this movement
 
- Influence of powerful business man that motivate often the politicians
 
- delay the process of public participation to slow down the demonstration

It is a great example during this time in this city that shows how to prevent illegal implementation and shows the power of democracy. In this case people already involved to prevent it and they are partially successful. Although the authority stopped fencing along the river but still there is a dilemma.
 
In my opinion, this is the right time to start the practice of pubic participation at least for large development projects. people has already listed some of points that indicates more public accessibility rather that restricted area. City authority could improve their decision with a round table discussion among with the expertise, politicians and mass people.

Rationale: Why have you chosen this case for the landscape and democracy seminar?

The City Corporation called for a tender in february 2015 for fencing the part of river side that was developed as a public recreational area. The tender was done in due time and it came to the public knowledge while construction of fence along with the river side. The project raised up public concern and the mass people stood against of it. After a strong public demonstration the authority was decided to stop it for a while.

In 2012 the City Corporation decided to develop the river side as a part of recreational area. They propose to facilitate the place with different public functions for the city dwellers. It was a long term project with a big budget. The authority was successful to manage the project in different time frame. As part of it, the fist part of the project was decided to build around 55 acres of land along the river. Initially they build part of the walkways, an amphitheater for public performance, plantation, restaurant, cafes and public toilets.

During the construction of the first phase the project got public attention and support. The city dwellers accepted the project and it becomes a remarkable public gathering space. At that moment, the higher authority and part of the politician decided to make it profitable. As a result they to lease the restaurant and cafes and decided to fence the area which will collect additional money as an entry fee to the river! Finally, this absolute stupid idea was prevented by the people.

The slogan of the demonstration were - No Fence in public space and no money to see the river

This case is an example of a planning failure. It unfold the Corruption of policy makers and politicians along with some corrupted businessman. Therefore, i found the case is highly relevant to discuss in the seminar of landscape and democracy.
