In 2010 the municipality of Udine, a small town with around 100.000 inhabitants located in the north-east of Italy, decided to invest in a new infrastructural plan. The idea was to build a new underground parking structure in a very central plaza. This project raised up public concern due to many reasons:

Today the underground parking structure is completed and in the next month (end of May 2016) it will be opened to the public. I think that the failure of this intervention was committed at the beginning of the story, when the municipality has decided the need of it. I think that if the administration had started with some collections of stakeholder’s opinions and had decided to build a new mobility project with citizen (collaborating with them in the definition of solutions), the result would have been different. Probably the parking structure wouldn’t had been built or it would had been located in another point of the town, or the mobility problem would had been so significant that people, aware of the problem, could have been induced to change their moving habits in a new sustainable way.

Now we could ask to the administration to start some projects to listen stakeholders and citizens about the mobility problem of the town and about the life of the heart of the town, with a focus on the “1th May” plaza that has been involved in the parking intervention. In this small italian town the participatory method in planning process are unknown and unpracticed. I hope that these could be activated and become effective and usefull to form an aware community. I wish that the politicians don’t take advantage only using them to create their “public consensus”.

Rationale: Why have you chosen this case for the landscape and democracy seminar?

In 2010 the municipality of Udine, a small town with around 100.000 inhabitants located in the north-east of Italy, decided to invest in a new infrastructural plan. The idea was to build a new underground parking structure in a very central plaza. This project raised up public concern due to many reasons:

  • the cost of the investment was high
  • people didn’t think about it as an essential work
  • the parking structure might change the perception and the life of “1th May” plaza, that it is a very huge and particular square

I think this case of study it is an example of a project that it isn’t a planning mistake in itself, but the way in which it has been projected and built it is problematic therefore has showed off a lack of communication and of collaboration between the politicians and the local community.

Reflection

What are the major challenges for changing the situation?

Today the underground parking structure is completed and in the next month (end of May 2016) it will be opened to the public. I think that the failure of this intervention was committed at the beginning of the story, when the municipality has decided the need of it. I think that if the administration had started with some collections of stakeholder’s opinions and had decided to build a new mobility project with citizen (collaborating with them in the definition of solutions), the result would have been different. Probably the parking structure wouldn’t had been built or it would had been located in another point of the town, or the mobility problem would had been so significant that people, aware of the problem, could have been induced to change their moving habits in a new sustainable way.
