In this case people already involved to prevent it and they are partially successful. Although the authority stopped fencing along the river but still there is a dilemma.

			In my opinion, this is the right time to start the practice of pubic participation at least for large development projects. people has already listed some of points that indicates more public accessibility rather that restricted area. City authority could improve their decision with a round table discussion among with the expertise, politicians and mass people.
