In our landscape challenge we have decided to increase the sense of community in Padma riverbank. In fact we think that the present situation it is the result of a lack of engagement of authorities and locals. The decision’s makers want only their personal profit without the consideration of riverbank as a great resource for the population and the social system. Through workshops, outdoor walkings, common meetings and other type of short term, mid term and long term interventions we want to unveil the community spirit. If there is a strong community probably the government will be convinced to do something like change its previous plan on riverbank and give to the same community the task to take care of their environment.<br />
We think that the main difficulty it is the necessity to try to modify the politician’s minds and interest. We hope that an hard work in this direction would improve local's state of things.<br />

The human essence that it is embodied in people give sense to the environment that surrounds us. In particular, the landscape where our lives takes place is perceived in differents ways, assuming various roles. It could be interpreted as pure nature, as human habitat, as an artifact made by man, as a complex system of mathematical equations or formulas, as a problem to resolve with human interventions, as a great economical wealth but, also, as an ideology formed by man’s minds or as a result of the historical events that signed the territory. The space where we lives could be read as a mix of these different interpretations. We want to live in a good place and therefore the relation between the social and the ecological aspects of landscape are very important, but they are in a very fragile equilibrium. To maintain this balance, there is the necessity to establish an ecological democracy where natural biodiversity and local community are protected. The democracy could be used as an instrument to improve the inhabitant’s awareness of community. Usually the deliberative form of government gives to the people the right to express their opinion through the method of the vote, but men ( we are referring to seniors, children, women ecc…) have to be involved in many others decision’s process that are often taken by politicians. Usually the decision’s makers (local authorities) decided how have to be plan a specific place and give the concrete task to designers. This is the classical top down approach but there are others ways to plan in which local people and stakeholders take part in a collective process of decision-making. When people are involved in the process they become aware of their needs and of the desires of the others, trying to find a compromise or a point of contact. In this context, the designer has to change its role, transforming himself in an expert ready to help the locals to understand their potentialities. Local knowledge, represented by citizens, and professional knowledge, embodied by planners, have to converge in a deeper understanding of the situation. Through the known of people’s behaviors, sociological patterns, environmental justice and everyday life features, we build maps of the voids of towns that are full of the social life of community. People become active and take part in the planning of their environment. In this way, the democracy could become concrete in different ways by the vote system, and one of these alternative methods, that we want to suggest, it is the participatory design of the landscape.<br />

== Rationale: Why have you chosen this case for the landscape and democracy seminar? ==<br />
In 2010 the municipality of Udine, a small town with around 100.000 inhabitants located in the north-east of Italy, decided to invest in a new infrastructural plan. The idea was to build a new underground parking structure in a very central plaza. This project raised up public concern due to many reasons:<br />
* the cost of the investment was high<br />
*people didn’t think about it as an essential work<br />
*the parking structure might change the perception and the life of “1th May” plaza, that it is a very huge and particular square<br />
I think this case of study it is an example of a project that it isn’t a planning mistake in itself, but the way in which it has been projected and built it is problematic therefore has showed off a lack of communication and of collaboration between the politicians and the local community.<br />

=== What are the major challenges for changing the situation? ===<br />
Today the underground parking structure is completed and in the next month (end of May 2016) it will be opened to the public. I think that the failure of this intervention was committed at the beginning of the story, when the municipality has decided the need of it. I think that if the administration had started with some collections of stakeholder’s opinions and had decided to build a new mobility project with citizen (collaborating with them in the definition of solutions), the result would have been different. Probably the parking structure wouldn’t had been built or it would had been located in another point of the town, or the mobility problem would had been so significant that people, aware of the problem, could have been induced to change their moving habits in a new sustainable way.<br />

=== What could be a starting point for democractically-based change? ===<br />
Now we could ask to the administration to start some projects to listen stakeholders and citizens about the mobility problem of the town and about the life of the heart of the town, with a focus on the “1th May” plaza that has been involved in the parking intervention. In this small italian town the participatory method in planning process are unknown and unpracticed. I hope that these could be activated and become effective and usefull to form an aware community. I wish that the politicians don’t take advantage only using them to create their “public consensus”.<br />
