== Rationale: Why have you chosen this case for the landscape and democracy seminar? ==
In 2010 the municipality of Udine, a small town with around 100.000 inhabitants located in the north-east of Italy, decided to invest in a new infrastructural plan. The idea was to build a new underground parking structure in a very central plaza. This project raised up public concern due to many reasons:
* the cost of the investment was high
*people didn’t think about it as an essential work
*the parking structure might change the perception and the life of “1th May” plaza, that it is a very huge and particular square
I think this case of study it is an example of a project that it isn’t a planning mistake in itself, but the way in which it has been projected and built it is problematic therefore has showed off a lack of communication and of collaboration between the politicians and the local community.

=== What are the major challenges for changing the situation? ===
Today the underground parking structure is completed and in the next month (end of May 2016) it will be opened to the public. I think that the failure of this intervention was committed at the beginning of the story, when the municipality has decided the need of it. I think that if the administration had started with some collections of stakeholder’s opinions and had decided to build a new mobility project with citizen (collaborating with them in the definition of solutions), the result would have been different. Probably the parking structure wouldn’t had been built or it would had been located in another point of the town, or the mobility problem would had been so significant that people, aware of the problem, could have been induced to change their moving habits in a new sustainable way.

=== What could be a starting point for democractically-based change? ===
Now we could ask to the administration to start some projects to listen stakeholders and citizens about the mobility problem of the town and about the life of the heart of the town, with a focus on the “1th May” plaza that has been involved in the parking intervention. In this small italian town the participatory method in planning process are unknown and unpracticed. I hope that these could be activated and become effective and usefull to form an aware community. I wish that the politicians don’t take advantage only using them to create their “public consensus”.

This is not about Residents against Demolition or anti-development movement to prevent progress, but a meaningful conversation about the impact of political decisions and the impact of privatising public land (change of ownership). How does a change affect the future of the city in relation to the Right to the city.
A well located Carpenters Estate is adjacent to the Olympic development site, Stratford International Rail Station, and Stratford City Westfield Shopping District.
This story is about the offloading public assets, shifting wealth, and the links of this movement to the global movement of the Right to the City. How do they all affect eachother? Could the community protect the ownership of public land? What are the options here?
In conversation with the Local Tenants Association, called CARP in 2012, now known as Greater Carpenters Neighbourhood Forum, we further research we listen how does the community perceive the whole situation. In a supported interview document, I have included the original conversation with the former chair of the CARP.

The Interview:

An email sent to 110 residents of Carpenters Estate stated the matter in which they would be addressed for the purposes of getting the full story in perspective. One person responded, it was the ex-chair of the tenants association, a contact which I found in my inbox from our previous correspondence back in 2012.

I have now been looking into the Global movement of the Right to the City and reading various articles which relate to the movement, to find on ground level a warm-hearted relation to the notion of social movement emerging through the cities around the world which challenges the quality of urban life in broader context. A movement for local residents and businesses whom have gather to protect the community assets and challenge the means of public land and further use of existing urban fabric.

The Estate was build 1968 and Tenants Management was established in 1997. 2004, announcement for demolishing one of the towers James Riley Point and decantation of tenants. In 2005, London wins the bid for the Olympic, and between 2005-09 Three Masterplans are presented to increase density of the site from 75 units per ha to 220 units per ha. In 2010 stakeholder workshops and public meetings are organised by the Newham Council.

The GCNF (Greater Carpenters Neighbourhood Forum) story is slightly different starting with Management of their properties, the right to buy the council flats, organising the local tenants against demolition through to protecting the local community assets, and forming a Neighbourhood Forum to complying with London and Local Plan and the Planning and Community Policies. The local authorities have not shown any interest in working together with the community of the estate.

The phone rang five minutes after I sent the email to the CARP residents group (Carpenters Against Regeneration Plan) which caught me off guard to start a conversation.

Initially, the voice on the phone said: Well, a lot happened since 2012, and as you remember we worked with Just Space and LTF(London Tenants Forum) and still working with them now, but we are no longer called CARP, but Greater Carpenters Neighbourhood Forum; and I am not involved as much these days. I am tired. I still go to the meetings but other people have taken over the role of the plan. We are currently working with residents, so it complies with the London Plan, The Olympic Legacy and London Legacy Development Corporation (LLDC) as the local planning authority; and suspiciously adds ‘apparently the policies of our activities are already in our Local Plan.’

I ask: ‘What does it mean?’; he says ‘I guess we have won’; I say: ‘Won against Who?’ He said: ‘Well the developer has run out of money and they could not finish the projects they started (a French company) and now they could not demolish the buildings, so we are allowed to start a community-led plan to refurbish the towers and the lower-rise,’

Q: ‘Are you trying to get the Neighbourhood Plan together to protect public assets and remain as a social housing from becoming extinct and relating the global movement of The Right to the City?’

A: We are not trying to save the world, we are keeping it low, focus on the immediate area. We are not challenging any politics actually none of us are interested in that side.

Q: Are the local authorities working together with you?

A: They are not working with us, but they are the owner of the land. Well actually they are not the freeholder, they are Custodian, which means they should also follow policies, housing laws and have to justify their intentions; and they do not have the right to undermine human or legal rights of the local residents.

Q: Are you trying to protect the Social Housing?

A: Well, we compromise, as there is not enough motif. It should fall under affordable housing and the council's ability to offload social housing.

Q: Are the buildings fully occupied?

A: The low rise is fully occupied, the blocks are there, they are just stagnant.

Q: What is the plan?

A: The plan is to keep it as it is and refurbish the blocks and add few floors to the low rise, but most of the people living in our neighbourhood do not want to be involved, they do not even like talking about it, they are ignorant, they refuse to get connected, and the system capitalises on it.

*''Looking at the boundary if the Carpenters Estate, as a former industrial area, there are possible opportunities of development of brownfield land, but also the public spaces around the estate. The density of the former estate was 75 units per ha, and the proposed development for the site has increased density 220units per ha. Why do people decide to move here? This is a site that was selected and appointed for building the Olympic Facilities back in 2005, and since then Westfield Shopping Centre, one of the biggest shopping zones in London has been built, as well Stratford Internation,Eurostar London-Paris; and Stratford- Stanstead; and Stratford-City Airport, good international connectivity, attractive for city workers on high income. However, the Carpenters Estate had predominantly residents on low-income and the decantation started, for the purpose of displacing the current residents. Owners were offered basic deals, in shining leather folders, 10 times less the value of the land at the time. This is what the authorities had to offer the public, consultation in how they would be moved elsewhere; due to the regeneration plan and demand for more housing (see sketch 4. My interest in the site comes from analysing boundaries, and ownership.Watching how those boundaries and ownership are shifting and changing due to the regeneration. The change is structure of local authorities, new local authorities in place, like the London Legacy Development Corporation (LLDC), change in ownership of community assets and what does it mean? change of management for the site and shifting of public funds; changes in local policies- neighbourhood forum. How much of these future changes are affecting the current community, are they empowering? do they at all benefit the current communities? ''

== Rationale: Why have you chosen this case for the landscape and democracy seminar? ==
* On my way to work, cycling form Svartdal to Seljord, I repeatedly risk my life, being overtaken by big trucks. Despite the fact that the road is narrow, curved and steep, it still counts as the main transport route between east and west of Norway. But in 2013 a new major national road investment project started; a 9,4 kilometer long tunnel between Seljord and Hjartdal will liberate the small villages along the old road from being polluted by noisy monsters. Simultaneously a new comprehensive improvement project of the old curved route, “The experience route through Nutheim”, is being planned in secret, by the politicians in cooperation with the public road departure in Norway. The project itself is a wonderful initiative, and will benefit the inhabitants if it is done the right way. I think it is an interesting case to study as a landscape democracy challenge in the way the planning process has been done; the fact that the municipality has been planning it for several years without even mentioning it for the inhabitants, at least I haven’t heard about it until a month ago.

*In this case it is still a lot to do for involving the inhabitants, although it would have been better to inform and include the users at an earlier stage. The project is tightly bound to the everyday landscape of the locals, and will influence the way they move and uses their environment. The importance of building a participatory platform where the users can express their thoughts and ideas, is incredible important for creating enthusiasm and later use of the area. Recently it is actually been established a representative, local group from each village, whose task is to convey the opinions of their local community to the bigger working team. But as the project surprisingly was announced for the locals, without any prior notice, it is already been created a gap between the locals and the politicians. The importance of informing the users at an early stage in the process is absolutely crucial for creating the goodwill and engagement required to form a good partnership.

=== What could be a starting point for democractically-based change? ===
*To achieve a common understanding of the project it is important that politicians together with the public road department show interest in the local people and listen to what they have to say. It is always a dilemma between municipal interests and local interests, which often make democratic processes difficult. There are several aspects in such a big project, but the personal knowledge can only be contributed by the locals, and such information, I think, is always unique for the project. Another idea might be to use new creative methods to delimit the gap between the politicians/planners and the locals/users. Maybe an open-air meetings in the landscape, can switch the democratic scene from politician`s comfort, to the local sense of belonging? But perhaps most important, to get the democratic processes working, the information has to reach everyone. Everyone must have the opportunity to express their feelings and use of various means of disseminate information is necessary.

The landscape symbols I have chosen have come to exist for different reasons. Some of them are institutionally based (i.e. the church and the university building), and some are more related to the everyday life (bikes). Whilst both the church, the university building, the railway station and the cinema was built in order to meet a specific need, the monument was built to commemorate people who died in WWII. The bikes and excavators have emerged from a need for respectively transportation and development - two aspects closely related to the society and people's everyday lives.

I would argue that the meaning of all landscape symbols have undergone some form of change due to changes in the society, but some have undergone larger changes than others.The church, for instance, has through socio-political, economic and cultural changes shifted from symbolizing power, political order and economic prosperity to merely having a historical and religious meaning today. In the 17th century most of the settlements in Ås was located close to the church, thus proving the church as a previous power structure. The church as a symbol is meaningful across cultures.

The railroad station (built in 1878-79) created an alternative connection between Ås and Oslo, making it possible for people who didn’t own their own transportation to visit the city. Establishments of various trade and service industries followed quickly shifting the village center gradually from Korsegården west of the church to the area around the station east of the church. The station building was a symbol of prosperity, economic growth and cultural changes. Today the station has a historical value and is a signature building in downtown Ås, representing the pride in Ås as a rural community. As a symbol the station may not be of substantial meaning to anyone who does not know the history of Ås.

The Ur-building was completed in 1905 and symbolizes the start of university. It represents not only the university itself, but its symbolic value is also strongly linked to Norway's history and culture. It was built from Swedish funds during the Swedish-Norwegian union and was meant to demonstrate the power Swedish had over Norwegians. Through social-political changes the building shifted from representing the battle of power between the two countries to representing knowledge and development. Most people, regardless of culture, find the building beautiful, but in order to understand the symbol one needs to know the history.
A landscape symbol where the meaning has not changed noteworthy is the WWII-monument. Intentionally it was to commemorate the ones who died during the war, a purpose it still serves today. However, economic growth and general community development has made the monument less important today. As a symbol it is understandable across cultures.

The bike as a landscape symbol is negotiable, but I would argue that it is important for Ås because they are the No.1 way of getting around. Almost all residents own a bike, and once the snow disappears, both the center and NMBU Campus is filled with parked bicycles. To me, it stands for freedom of choice - it can take me practically anywhere and it is understandable in all cultures.

The class-neutral tenements of Glasgow symbolise the ideals of Scottish socialism, standing in stark contrast to the strict class delineations of England's housing typology. As a new resident in Scotland I am keen to explore this point of difference in the 'everyday landscape' of Glasgow and its permutations through the tenement street that foregoes traditional centralised urban form and hierarchical street types, instead following a rigid and decentralised grid-iron pattern. Throughout the past century the tenements have become synonymous with Glasgow while the initial ideals they represented changed repeatedly through associations with rebellion and protest. At the same time the tenements continue to form the backdrop to the daily lives of the majority of the city's residents throughout the social classes.

The tenements of Glasgow were largely built between 1850 and 1900 to house the city's growing population. They enveloped the city centre and grew outwards into the surrounding districts and hills following a strict grid formation that makes overt their origination as planned neighbourhoods. Along with the grid pattern, strict rules governed the height and proportions of the buildings in relation to the streets upon which they stood - as such no tenement building could exceed in height the width of the street, ensuring natural light was able to reach each street, while giving Glasgow a distinctive low rise yet high density aesthetic. Each block had a decoratively tiled communal 'close' (or central hallway) through which to access the residencies inside, a communal garden with a courtyard type layout walled on each side by the tenements, a clothes drying area and refuse space. These elements created a distinctive built layout and urban form while encouraging sociality and community spirit between residents and neighbours.

While the tenements presented a class neutral ideology, social hierarchies were formed and displayed through various means. ''(-to add photographs).'' While the working class tenements were formed of singular roomed flats, the scale of comfort and adequacy increased along social ranks. As such, the tenements ranged from single rooms up to mansion sized flats overlooking private greens and parklands. Class was also made visible from the street level through the decoration of the communal 'close', the size of front doors, the presence of front gardens and stairs leading up to the entrances, and the architectural style of the facade (the wealthiest replicating Georgian/ 18th Century English styles and materials).

The basalt stone can be found next to a tree,usually an oak. Overall the city were 7000 Oaks for each basalt stone planted. This ensemble is titled “7000 Oaks - urban forestation instead of city administration”, and is a landscape art work of the artist Joseph Beuys. 1982, at the start the documenta 7, Beuys put 7000 basalt columns as a wedge-shaped delta on the Friedrichsplatz in front of the Fridericianum in Kassel which is a major place and building.
At its peak, Beuys planted the first oak next to their associated basalt stone. The basalt plastic acts according to Beuys as an indicator of progress. The more trees have been planted in Kassel, the smaller the plastic. "Not building, not dismantling, but both at the same function". Everyone who donated $ 500, was allowed to remove a block of basalt and for planting elsewhere an oak tree, which then the respective block of stone was delivered. In 1987, the extensive project documentation was completed.
The project was an extensive artistic and ecological intervention with the aim of changing the urban environment sustainably in terms of overall urbanization. The initially controversial project has evolved into a townscape part of the public space of the city of Kassel, and witness the "expanded concept of art" developed by Joseph Beuys. The as "social sculpture" marked artwork engages sustainable in the topographical and social structure of the city, it also committed to active care and kept alive in this way. In Kassel in 1993 also the club founded "7000 Oaks", who has made the protection and care of trees to the task.
About the effects Rhea Thönges-Stringaris (Kassel) wrotes: There is hardly anyone in Kassel who met Beuys trees in Avenue rows or squares. We have become accustomed to them. They are part of our daily life and at the same time components of an unusual, because ultimately invisible sculpture. No one can ever see as a whole. A sculpture in the traditional sense, without outlines, is unthinkable. But outlines of the 7000 Oaks are not even tangible on paper or on a map.
The landscape architect John Steiner in Stuttgart gathered the fruit of the oaks, put them in flower pots and outputs the resulting growing plants (project Eichenfeldstraße - Getting younger generation).
Olaf-Axel Burow and the project group Future Moderation Kassel University initiated in 2002 under the Kassler Application for European Capital of Culture a project with the motto 7000 characters in terms of Beuys Social Sculpture. The action should raise awarness about the aesthetic deep structure of the city of Kassel . On 16 March 2012, the 30th anniversary of the 7000 Oaks was celebrated and consecrated in honor of the artist Joseph Beuys a street was named after him in Kassel. This was the reason, there to add another unit of tree and stone.
The Dia Center for the Arts planted in 1988 five trees, each with a basalt stone, in New York. In 1996 the work was extended with 18 new trees was. One oak basalt column was planted in the park of the government district of Düsseldorf.

I chose as landscape symbol the tower of the Faculty of Engineering of the University of Bologna (Slide 1). It appears to me every day as I go to study, so the choice may seem pretty trivial, but I think that might lead to interesting reflections. The first aspect concerns the intrinsic value of the architectural work. Designed by Giuseppe Vaccaro and built in the 1937 during the fascist regime, it is a very significant example of Italian Rationalism, an architectural current, probably the most important in the modern era in Italy, connected with the Modern Movement. This building is placed on a small hill just outside of the historic center of Bologna and respects the canons of functionalism, except for the element of the tower which has a great symbolic meaning. Used as book storage, not so practical indeed, it answers to the regime will of power and authority, but at the same time, also for the use of material, is strongly related to the image of the city. Bologna in medieval times had a very large number of tower construction. Between the 12th and 13th centuries the number of towers erected in the city was very large in the maximum flowering time, there were up to 100 (Slide 2), today 24 have survived. It is believed that the richest families in the period of struggle for investitures pro-imperial, pro-papal, used them as an instrument of aggression-defense and a symbol of power. Anyway the lack of a family dominating on the others brought to a proliferation of this kind of construction. This is an example of how the political situation could affect the shape of the city: the same phenomenon could not have happened in a city with a different political order.
So I think that is very interesting to see how this building, despite of his modern style, is linked to the historical city.

I have selected this square as a symbol, because It is one of the key stones of the city and it can be counted as the place that for one century all the important things happened there. The name of the square represents the importance of it, State square shows that it was collecting all the forces of the time together to make a re-union of all of them together.

This historical square shows an important period of urbanization in north-western part of Iran, there are three unique and well build buildings in three sides of the square that gives an eagle shape in plan to this part of the city, but unfortunately in western part stand the new built Ministry of justice, that it has any relationship with other parts of square. Municipality stands at the eastern wing, and in southern and northern wings stands respectively military organization and police headquarters, but recently the cultural heritage organization had recently moved to police headquarters building.
These buildings were built in 1930, and in 1940 it was attacked by allies in World War, and afterwards it was used as a collecting point of soldiers in revolution, and of course so many historical coincidences. And as far as I remember all the addresses all the ways and all the memories somehow end up here to this square.

It is also the connecting point between ''university'' and some ''important mosques'' and also a ''church'', so it is not only a simple square, it played so many important roles in the past and does in present.

The Herrenhäuser alley
The Herrenhäuser alley in Hanover, established in 1727, is a four-row alley of Linden. It is located in the representative baroque ‚Herrenhäuser garden‘ of Hanover and leads in a straight line with a length of approximately two kilometers. Between four rows of Linden trees three adjacent paths are located. They were recently edified for carriages, riders and pedestrians. During the foreign rule, under which the city of Hanover initially suffered from 1801 to 1813 under Prussian and later the French occupation during the Napoleonic Wars, Johann Gerhard Helmcke bought all the trees of the avenue in the beginning of the 19th century and thereby saved them from being cut down by the French troop. After the end of World War II the avenue was demarcated by barbed wire in 1946 and thus prevented the British occupying power to park its large military vehicles there. Between 1972 and 1974 most of the old trees were cut down and replanted for safety reasons.
Nowadays it is a alley used by a lot of joggers, skaters and promenaders or people just relaxing on the numerous benches. As an eye-catching element at the western end of the avenue the library pavilion was built in 1817-1819. Throughout the years the alley didn‘t lose its impressive and city formative character and symbolizes an axis from the castle of Hanover to the center of the city.''

Up and down the country of Latvia in many small towns and villages you will see a stadium where local song, dance and theatre festivals are held. Song and dance festivals have been held in Latvia for many years and even Soviet repression did not silence the inhabitants, instead they had to sing Soviet patriotic songs too. The song festivals became a rallying cry to Latvians to keep them together and a subversive way of defying the Soviet authorities. The singing revolution played an influential role in regaining independence.

After independence there was freedom to sing there own traditional folk songs, dance their unique village dances and participate in theatre plays from their own past, all handed down over the years. Even though Latvia has struggled through two recessions after independence the tradition of song and dance still holds on. It is struggling as people migrate away from the villages and yet a country of around 2 million people can still produce high-class musicians and lead the world at the Choir games in 2014, where they won more gold medals than China, Russia, America and Indonesia.

This stadium is in my own village down by the river and is still used during the local village festival in July. It is amazing to see all ages participating with a repertoire from the traditional to modern. The village may have a struggling economy, but people still come together to celebrate their traditions.
